Memorandum Date: June 30, 2026 To: Governing Body, Public Works Committee, and Finance Committee From: Gabrielle Chavez, Transit Director of Administration Via: Brian Moya, City Manager Andrea Phillips, Deputy City Manager Sam Burnett, Public Works Director RE: Adopting 2026 Update to Santa Fe Trails Title VI Program EXECUTIVE SUMMARY: The proposed resolution would approve the Santa Fe Trails 2026 Update to the Title VI Program and direct its submission to the Federal Transit Administration (“FTA”). BACKGROUND: The City of Santa Fe’s (“City’s”) public bus system, Santa Fe Trails, provides a city-wide network of public transportation. As a recipient of FTA funding, Santa Fe Trails is required to maintain a Title VI Program in compliance with the Civil Rights Act of 1964 and FTA Circular 4702.1B. The program ensures that no person is excluded from participation, denied the benefits of, or subjected to discrimination on the basis of race, color, or national origin in the provision of transit services and programs. The Title VI Program includes nondiscrimination policies, complaint procedures, public participation efforts, and language assistance measures to ensure equitable access to transportation services for all members of the community. FTA regulations require the Title VI Program to be updated every three years and submitted to the FTA for review and approval as a condition of continued federal funding eligibility.
