I am writing to express my interest in the Planning Commission seat for At Large Position. As a
registered voter in District 4, I bring nearly two decades of experience in public sector infrastructure,
federal grant management, and operational leadership to support thoughtful, compliant, and community-
focused planning decisions.
As Managing Partner of Noonen-Martinez Consulting, Inc., I have led planning and compliance efforts
for more than $460 million in public infrastructure funding. My work focuses on aligning complex
projects with federal and state requirements, including 2 CFR 200 and Davis-Bacon Act compliance,
while building efficient, audit-ready systems that ensure accountability and long-term performance.
My previous roles with the New Mexico Department of Finance & Administration and the Department of
Transportation strengthened my expertise in federal program implementation, project management, and
data-driven infrastructure planning. At NMDOT, I managed the statewide Traffic Monitoring Program,
contributing to the development of the New Mexico Statewide Traffic Standards and ensuring
compliance with FHWA reporting requirements, including HPMS.

competitive. Provided technical assistance to all agencies and the Governor's office seeking technical
assistance to enhance their grant application when applying for Federal Grant opportunities. Provided
technical assistance in the areas of Project Management, authoring/co-authoring project and budget

State of New Mexico Department of Transportation (2016-2021)
Program Manager – Traffic Monitoring Program:
Managed the New Mexico Department of Transportation (NMDOT) Traffic Monitoring Program,
directing statewide traffic data collection, validation, and reporting in alignment with Federal Highway
Administration (FHWA) requirements. Led Highway Performance Monitoring System (HPMS) reporting
and partnered with Metropolitan Planning Organizations and regional entities to ensure data consistency,
accuracy, and compliance. Contributed to the development of the New Mexico Statewide Traffic
Standards (NMSTS), establishing standardized methodologies and quality benchmarks for traffic data
collection and reporting to support statewide planning and access management.
Oversaw traffic monitoring operations tied to highway construction projects, including administration and
enforcement of Davis-Bacon Act (DBA/DBRA) and New Mexico Prevailing Wage Act requirements.
Managed multiple concurrent projects, conducting wage analysis, ensuring contractor compliance, and
resolving discrepancies. Utilized GIS tools and analytical methods to assess traffic trends, enhance data
reliability, and support infrastructure investment decisions, including advancing multimodal data
collection strategies.
Directed program financials from FY18–FY22, including budget development, funding justification, and

2d Battalion, 515th Regiment Training Institute- Officer Candidate Instructor:
Tasked with training future Army Officers in the New Mexico Army National Guard in developing SOPs,
military writing, land navigation, military history, and tactics using the Experiential Learning Method and
the Direct Learning Method. The goal is to prepare future leaders to understand the gravity of their
decisions and how to make decisions in a designed high stress environment.

111th Sustainment Brigade Support Operations Section- Materials Management Branch Chief:
Served as a Senior logistics leader responsible for overseeing all aspects of supply chain operations within
the brigade to support combat units. In a training environment, managed the receipt, storage, and
distribution of critical supplies across multiple classes, specifically food, water, fuel, ammunition, and
maintenance, ensuring operational readiness and mission success. Led logistics planning and execution
for garrison and contingency operations, managed automated systems such as GCSS-A, and coordinated
with higher headquarters and forward operating bases. Supervised and mentored a team of logisticians
and supply specialists, enforced compliance with Army regulations, and implemented risk mitigation and
continuous improvement strategies.
Forward Support Company Commander- Light Infantry Battalion:
Led a Forward Support Company providing sustainment and logistics for combat and state missions, with
accountability for personnel readiness and over $4 million in equipment. Directed training, operational

battalion level, strengthened leader development programs, and maintained full accountability of
personnel and equipment with zero loss.
Battalion Maintenance Officer, 615th Transportation Battalion:
Oversaw maintenance operations for rolling stock and power generation equipment across multiple units,
ensuring readiness and sustainment. Developed and implemented battalion maintenance SOPs, improved
workflow efficiency, and led training programs to enhance maintenance capabilities. Coordinated

Executive Officer, 720th Transportation Company:
Served as second-in-command, overseeing operations, logistics, and administrative functions for a
transportation company managing a $60 million property book. Directed large-scale transportation
missions totaling over 1M miles and 42,000+ tons of cargo with zero loss. Planned and executed
deployment of personnel and equipment valued at $98 million, while mentoring junior officers and NCOs
and maintaining overall unit readiness.
Platoon Leader, 1115th Transportation Company:
Led and trained a platoon of 60 soldiers across multiple detachments, planning and executing training,
convoy operations, and mission support activities. Developed training plans, risk assessments, and
