Request That Mayor Michael Garcia Considers and Acts Upon Chair Pat Feghali’s Recommendations for
Appointments to Fill Vacancies for BPAC Council Districts 1 and 2 and the County of Santa Fe
Representative Positions (Romella Glorioso-Moss, BPAC Staff Liaison, rsglorioso-
moss@santafenm.gov).
BACKGROUND AND SUMMARY:
The Bicycle and Pedestrian Advisory Committee (BPAC) currently has vacancies for representatives
from Council Districts 1, 2, and 3, and the County of Santa Fe.
To recruit qualified applicants, the City advertised these vacancies through the Communications Section
of Community Engagement Division for approximately two months using available public outreach
channels. Applications were received for the Council District 1 and 2, and County of Santa Fe positions.
No applications were received for the Council District 3 vacancy. Staff will continue outreach efforts to
solicit applications for the vacant Council District 3 position.
The BPAC Chair Councilor Pat Feghali reviewed all submitted applications and recommends the
following individuals for appointment:

• (2) Council District 2 Representatives: Andrew Johns and Robin Garrison
• (1) County of Santa Fe Representative: Dexter Wayne
Pursuant to the City's appointment process, the Mayor may consider the BPAC Chair's recommendations
and, if desired, appoint the recommended individuals for consideration and approval by the Governing
Body.

My name is Andy Johns and I am writing this letter to express my interest in joining the Bicycle
and Pedestrian Advisory Committee as a representative from council two. I have lived in Santa
Fe for 2.5 years. In Santa Fe, I am an active member of the Urbanist Book Club, a walking
commuter to work, and you might catch me walking my cute dog (S’mores) around town too. I
often bike to the railyard and plaza for different events and bike as a form of exercise.
I received a Master of Public Health from Tulane University where I had a focus on physical
activity and built environment epidemiology. I interned with the Physical Activity Policy Research
and Evaluation Network as the Parks and Green Spaces Fellow. I also worked as an intern at
FitLot Inc. collecting data and completing evaluation. I currently work as a public health
epidemiologist for the State of New Mexico.
I am excited about the opportunity to serve on this committee and contribute to improving how
people in Santa Fe move around and stay active in our community. I believe my background in
data analysis and public health would bring a valuable perspective to the committee’s work.

Alcohol Use Mortality Epidemiologist III May 2025- Present
● Conduct surveillance analysis on alcohol mortality around the State of New Mexico utilizing the Center
for Disease and Control’s Alcohol-Related Disease Impact tool.
● Present to a wide variety of stakeholders and partners to explain data and provide prevention
strategies.
● Conduct analysis on alcohol outlet density utilizing QGIS to make out metrics including outlets per
10,000 persons, outlet per square mile, distance from outlet to outlet, and distance from person to
closest outlet.
NM Violent Death Reporting System Epidemiologist II and Program Manager February 2024-May
2025
● Managed the NMVDRS program based on program specific goals and grant requirements with a
budget of $255,000.
● Conducted thorough data analysis to efficiently respond to data requests from the Office of Injury and
Violence Prevention team and key community stakeholders.
● Developed a multidisciplinary network of stakeholders to collaborate across sectors with Law
Enforcement and the Office of the Medical Investigator to build strategic relationships and work
towards the common goal of reducing violent deaths in New Mexico.
● Implemented a data dissemination plan leveraging new tools and systems of innovative technologies to

equipment in parks, synthesizing findings, and compiling a comprehensive fact sheet with actionable
recommendations on how the built environment influences physical activity levels within
communities.
● Processed, cleaned, and merged neighborhood data from the Census and 500 Cities databases using
SAS and ArcGIS Pro to identify optimal locations for new fitness parks, with a focus on addressing
health disparities and racial inequalities in underserved communities.
● Designed a pre- and post-assessment survey using Google Forms to evaluate program effectiveness and

RE: Letter of Interest – Bicycling and Pedestrian Advisory Committee (BPAC) Vacancy
Dear Romella Glorioso-Moss and Members of the City Council,
Please accept this letter as a formal expression of my interest in serving as the BPAC
representative for the County of Santa Fe. As an active beneficiary of Santa Fe’s wonderful trail
systems and growing bicycle and pedestrian infrastructure, I feel called to contribute to the
development and implementation of the SFMPO Bicycle Master Plan and the SFMPO
Pedestrian Master plan. I have called Santa Fe home since moving here 14 years ago, in 2012,
from New York City, and I am eager to apply my personal and professional experience toward
the continued improvement of our city’s multimodal infrastructure, which I care so deeply about.
My love for hiking and biking began as a child and has continued to play an active role into my
adult life. For many years prior to living in Santa Fe, my primary modes of transportation were
walking and my bicycle. As a daily bike commuter in NYC, I experienced firsthand how a
walkable and bikeable urban design creates a unique sense of community vibrancy and social
cohesion. It also became very clear to me how necessary a safe and expansive network of bike
and pedestrian paths is for providing equitable transportation options to all. Since relocating to
Santa Fe, I have remained an active participant in our local cycling and hiking culture as a road
cyclist, mountain biker, and avid hiker.
In my professional life as a software developer as well as being an artist, I spend my time
solving complex problems by finding efficiencies and optimizing structures. I believe this mindset
is directly applicable to city planning; I am driven to find logical, streamlined, and elegant
solutions for our transportation networks. Simultaneously, my background in the arts ensures
that I value the role of design and beautification. I believe that our transit corridors should not
only be functional and efficient but also aesthetically integrated into the unique landscape and
character of Santa Fe.
My commitment to this committee is also personal. As the parent of a 6-year-old who loves to
ride, I am deeply invested in creating safe walking and cycling routes that support youth
activities and independence. When I was a child growing up in Tennessee and Connecticut in

the 80’s and 90’s, bicycle infrastructure didn’t exist. But, distracted and aggressive vehicle
drivers were also much less common. Now, more than ever, it feels imperative to expand this
network of pathways for the safety and enjoyment of generations to come. Beyond safety, I
recognize that well-connected pedestrian infrastructure is a powerful economic driver.
Documented trends show that when residents can easily access commercial districts on foot or
by bike, it boosts foot traffic and "dwell time," directly benefiting the vitality of our small and local
businesses and the city at large.
I am eager to engage with the civic and political processes of Santa Fe to ensure our
infrastructure supports a healthy, equitable, and economically resilient population. I am fully
prepared to commit to the committee’s monthly schedule and collaborative goals.
