Summary:
The proposed resolution would approve the Santa Fe Trails 2026 Update to the Title VI Program and direct
the City Manager to authorize its submission to the Federal Transit Administration (“FTA”). The Santa Fe
Trails Title VI Program is a requirement of the United States Department of Transportation, for public
transportation systems that receive federal funding under the FTA’s Urbanized Area Formal Grant fund.
Departments Affected:
Public Works Department (Transit Division).
Consequences of Not Enacting Legislation:
If this legislation is not adopted, the City’s Transit Division could become ineligible to receive grant awards
administered by the Federal Transit Administration (FTA) for reimbursement of Operating and Capital
Funds for Public Transportation provided by the City of Santa Fe. Potential consequences could result in
findings during audits or compliance reviews, delays in grant approvals, corrective action requirements
and/or suspension or loss of federal funding.
Conflict, Duplication, Companionship, or Relationship to Other Legislation:
None.
Performance and Administrative Implications:
Approval and submission of Santa Fe Trail’s 2026 Updated Title VI Program will allow compliance and
continuity to receive reimbursement from the FTA and will allow the Transit division to continue to operate
safe and reliable public transportation service within the City’s service area.
Fiscal Implications:
Noncompliance of transportation-related Title VI requirements could jeopardize authorization of Transit’s
FTA grant awards. Accepting Transit’s Title VI program will ensure that the City remains compliant with
Federal grant award requirements so that the City may qualify for FTA grant funding for public

transportation services. **Based on a 4-year average, the City of Santa Fe has collected $3,600,000 per
year from the FTA for operation of Santa Fe Trails. If the past predicts the future, the City can expect a
similar amount of funding from the FTA for the next four years.
