10756.0 1 CITY OF SANTA FE, NEW MEXICO1 RESOLUTION NO. 2026-__2 INTRODUCED BY:3 4 Mayor Michael Garcia5 6 7 8 9 A RESOLUTION10 ADOPTING THE CITY OF SANTA FE’S 2028-2032 INFRASTRUCTURE CAPITAL11 IMPROVEMENTS PLAN.12 WHEREAS, the City of Santa Fe (“City”), New Mexico, a New Mexico municipal13 corporation, recognizes that the financing of public capital projects is a major concern in New14 Mexico and nationally; and15 WHEREAS, in times of scare resources, it is necessary to find new financing mechanisms16 and maximize the use of existing resources; and17 WHEREAS, systematic capital improvements planning is an effective tool for18 communities to define their development needs, establish priorities, and pursue concrete actions19 and strategies to achieve necessary project development; and20 WHEREAS, the City’s plan for capital projects contributes to local and regional project21 identification and selection in short and long-range capital planning efforts; and22 WHEREAS, the State of New Mexico’s (“State’s”) Department of Finance and23 Administration requires the City to adopt a resolution identifying a five-year Infrastructure Capital24 Improvement Plan (“ICIP”), as specified in its ICIP Guidelines – Submissions Specifications, in25 10756.0 2 order for the City to receive capital outlay funding from the State; and1 WHEREAS, the Department of Finance and Administration, through its authority in2 NMSA 1978, Sections 5-8-6A, 9-6-5.1(D), 11-6-2, 11-6-4.1(A)(6) and 11-6-5.1(D), strongly3 encourages each jurisdiction to prepare a five-year infrastructure capital improvement plan.4 NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE5 CITY OF SANTA FE that6 1. It adopts the attached 2028-2032 Infrastructure Capital Improvements Plan7 (“Plan”); and8 2.
