Request for Approval of a Budget Adjustment Request (BAR) to Allocate Grant Proceeds
of $341,760 to Complete Streets FY26 Revenue and Expenses.
BACKGROUND AND SUMMARY:
This memorandum requests acceptance of federal funding in the amount of $400,000 to conduct
the Phase A and B Location Study for the S100890 St. Michael’s Drive Reconstruction Project.
Of the total project cost, the Federal Highway Administration’s share via New Mexico
Department of Transportation is $341,760. The required local match of $58,240 will be funded
through road impact fees, bringing the total cooperative project funding to $400,000.
St. Michael’s Drive, from Cerrillos Road to Botulph Road, was originally constructed and
expanded primarily to accommodate vehicular traffic. However, the anticipated traffic volumes
for the built capacity of the roadway have never materialized, resulting in an overbuilt corridor
that prioritizes vehicles at the expense of multimodal transportation. This condition has created
safety concerns for all users. The roadway’s wide configuration encourages high vehicle speeds,
while pedestrians and bicyclists must frequently cross the high-speed corridor without adequate
dedicated infrastructure.
In addition, St. Michael’s Drive serves several key community destinations, including schools, a
public library, the Rail Trail, and the Midtown Campus redevelopment project. The lack of
bicycle infrastructure and safe pedestrian crossings limit multimodal accessibility, increases

represents the first step toward reconfiguring the corridor by reducing the number of travel lanes
from seven to five and incorporating bicycle and pedestrian improvements. The Phase A/B study
will evaluate existing constraints and identify feasible design alternatives.
The scope of work includes completion of Phases A and B of the NMDOT Location Study
Procedures. Phase A, the Initial Evaluation of Alternatives, verifies the need for action, develops
a range of potential alternatives to address the identified needs, and eliminates alternatives that
are clearly infeasible. Phase B, the Detailed Analysis of Alternatives, further evaluates and
refines the alternatives advanced from Phase A. This phase includes development of conceptual
engineering plans, right-of-way requirements, cost estimates, performance data, environmental
and social impact analyses, and other supporting information.
Per the funding agreement, the City will be responsible for any project costs exceeding the
awarded federal funding amount. This project is eligible for up to $23M in road impact fee
funding to cover the required local match and any potential cost overruns.
Approval of this funding will allow the City to advance critical safety and multimodal
improvements along the St. Michael’s Drive corridor, a project of increasing importance in the
context of the Midtown Campus redevelopment initiative.
