Request for Approval of a Budget Adjustment Request (BAR) to Allocate Grant Proceeds
of $213,600 to Complete Streets FY26 Revenue and Expenses.
BACKGROUND AND SUMMARY:
This memorandum requests acceptance of $250,000 in federal funding to design a 0.5-mile
extension of the Acequia Trail from Otowi Street to La Cieneguita Street. The Federal Highway
Administration’s share is $213,600, with the required $36,400 local match funded through road
impact fees.
The Santa Fe Metropolitan Planning Organization (SFMPO) ranked this project highest for
accessibility, mobility, integration, and connectivity. The extension will improve access to Maclovia
Park, Hermanos Rodriguez Park, Salazar Elementary School, Ashbaugh Park, and downtown Santa
Fe for nearby neighborhoods, including Maez, Gallegos, Rosina, Maclovia, and Declovina, which
include significant low-income housing.
The project also addresses a critical transportation safety need. Between 2019 and 2023, the Santa
Fe region experienced 63 pedestrian and bicycle crashes resulting in fatalities or serious injuries,
concentrated along the Cerrillos Road corridor. Currently, pedestrians and bicyclists west of Maez
Road must either travel significantly out of direction or use heavily trafficked roadways such as

By extending the Acequia Trail as a physically separated facility, the project will provide a safer,
more direct route for pedestrians and bicyclists, reduce exposure to high-traffic corridors, and close
a critical gap in the City’s trail network.
Under the funding agreement, the City will be responsible for any costs exceeding the federal
award. The project is eligible for up to $1.65M in road impact fee funding to cover the local match
and potential cost overruns.
Approval of this funding will advance a critical safety and connectivity project that supports
equitable access and safer walking and bicycling throughout the community.
