(Romella Glorioso-Moss, Complete Streets Capital Projects Manager, rsglorioso-moss@santafenm.gov) BACKGROUND AND SUMMARY: The attached MOA establishes that, in the best interest of the City, County, and public, the City of Santa Fe will assume responsibility for funding applications, project administration, and construction of improvements along the full length of Henry Lynch Road, including segments within Santa Fe County. The project was initiated five years ago with State funding and is nearing completion of the design phase. Engineering design has been led by the City in coordination with the County under an existing agreement. Additional design funding is required due to an expanded scope, including the addition of stormwater drainage infrastructure designed to convey a 100-year storm event. This change required updated survey work and engineering certifications. The total estimated construction cost is $15 million and will be delivered in two phases: Phase A ($7 million): Reconstruction of Henry Lynch Road from La Paz Road to Agua Fría Street, including construction of a roundabout at Agua Fría Street. Phase B ($8 million): Reconstruction from Rufina Street to La Paz Road, including stormwater drainage improvements to address flooding in the La Paz neighborhood. The project will reconstruct approximately 0.5 miles of Henry Lynch Road between Agua Fría Street and Rufina Street as a safer, more resilient, multimodal corridor. As a key north-south collector, the roadway provides critical connectivity to surrounding neighborhoods, employment centers, and essential services, with direct access to Agua Fría Street and regional routes including Interstate 25 and NM 599.JOHN BURNETT (May 15, 2026 10:09:34 MDT) Improvements are designed in accordance with Complete Streets principles and include on-road grade-separated bicycle lanes (the first in the City and County), ADA-compliant sidewalks, 10-foot travel lanes, raised median, a roundabout, stormwater infrastructure designed to accommodate a 100-year storm event, curb and gutter, and street landscaping. These enhancements will improve traffic operations and significantly reduce the risk of severe and fatal crashes.
