10751.1 1 CITY OF SANTA FE, NEW MEXICO1 RESOLUTION NO. 2026-__2 INTRODUCED BY:3 4 Councilor Paul Bustamante5 Councilor Pilar Faulkner6 Councilor Alma Castro7 8 9 A RESOLUTION10 ENSURING THE AVAILABILITY OF NARCAN FOR CITY OF SANTA FE TRANSIT,11 LIBRARY, AND RECREATION STAFF; REQUIRING TRAINING FOR APPROPRIATE12 EMPLOYEES TO RECOGNIZE OPIOID OVERDOSES AND ADMINISTER NARCAN;13 AND DIRECTING THE CITY MANAGER TO IDENTIFY AND ALLOCATE FUNDING14 TO MAINTAIN THE SUPPLY OF NARCAN NASAL SPRAY AND TRAINING OF15 NARCAN.16 WHEREAS, the use of opioids, including but not limited to hydrocodone, oxycodone,17 Fentanyl, carfentanil, tramadol, methadone, and heroin can be fatal or cause severe side effects;18 and19 WHEREAS, according to the United States Centers for Disease Control and Prevention20 (CDC) “[d]rug overdoses are one of the leading causes of injury death in adults.”; and21 WHEREAS, in 2024 the CDC reported fifty-three thousand three hundred thirty-six22 (53,336) total deaths from drug overdoses in the United States; and23 WHEREAS, according to the New Mexico Department of Health (NMDOH), New24 Mexico’s drug overdose death rate has more than tripled since 1990, and has also been one of the25 10751.1 2 highest in the nation for the majority of the last two decades; and1 WHEREAS, NMDOH reported from 2019 to 2023 a total of four thousand three hundred2 (4,380) people reportedly died from a drug overdose in New Mexico, and in Santa Fe County there3 were three hundred fifty-three (353) deaths; and4 WHEREAS, drugs, including but not limited to heroin, cocaine, opioids, and Xanax are5 being laced with Fentanyl, and whole pharmaceutical Fentanyl is fifty to one hundred (50 to100)6 times more potent than morphine; and7 WHEREAS, according to the United States Drug Enforcement Administration, illicitly8 manufactured Fentanyl can contain even higher concentrations than whole pharmaceutical9 Fentanyl, increasing the chances of overdose, with six out of every ten pills laced with Fentanyl10 containing a potentially lethal dose; and11 WHEREAS, opioid overdoses can occur rapidly and often require immediate intervention,12 and timely administration of Naloxone can reverse the effects of an overdose and restore breathing13 within minutes; and14 WHEREAS, harm reduction is a proactive and evidence-based approach to reduce15 overdoses and overdose deaths as well as the harm associated with drug use at both the individual16 and community level; and17 WHEREAS, Naloxone, also referred to as Narcan, is a medication that reverses the effects18 of a drug overdose, and is a safe, non-addictive medication that has no effect if opioids are not19 present and has been widely used to prevent overdose deaths; and20 WHEREAS, public spaces such as buses, libraries, and recreation centers are frequently21 accessed by diverse populations and may be locations where overdoses occur or where individuals22 experiencing an overdose can be encountered; and23 WHEREAS, training City of Santa Fe (“City”) staff to recognize the sign of an opioid24 overdose and administer Narcan enables non-medical personnel to respond promptly and25 10751.1 3 potentially save lives in emergency situations; and1 WHEREAS, expanding access to Narcan and training on the use of Narcan can reduce2 emergency medical costs and prevent loss of life; and3 WHEREAS, the City currently receives donations of Narcan Nasal Spray from the New4 Mexico Department of Health and provides it to City departments, including the Fire Department5 and Transit Division; and6 WHEREAS, the City wishes to ensure the continuous availability of Narcan Nasal Spray7 for buses, libraries, and recreation centers regardless of whether the City is receiving donations or8 funding for Narcan; and9 WHEREAS, the City is committed to maintaining access to Narcan to protect public health10 and safety regardless of the availability of outside resources.11 NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE12 CITY OF SANTA FE that the City Manager shall ensure that Narcan is available to employees of13 the City of Santa Fe’s Transit Division, libraries, and recreation centers.14 BE IT FURTHER RESOLVED that the appropriate City employees shall be trained to15 recognize opioid overdoses and administer Narcan.16 BE IT FURTHER RESOLVED that the City Manager shall identify and allocate funding17 sources, as needed, to ensure the continuous availability of Narcan Nasal Spray and related18 trainings for City personnel, including during periods when outside resources are not available.19 PASSED, APPROVED, and ADOPTED this ______day of ___________, 2026.20 21 22 ____________________________23 MICHAEL J.
