ACTION:
Request that Mayor Michael Garcia Consider Reappointing Mr. Gary Schiffmiller to the Bicycle and
Pedestrian Advisory Committee (BPAC) for Another Two-Year Term. (Romella Glorioso-Moss, BPAC
Staff Liaison, rsglorioso-moss@santafenm.gov)
BACKGROUND AND SUMMARY:
Mr. Gary Schiffmiller’s appointment to the BPAC expired on June 30, 2026. He completed his first two-
year term representing Council District 1 and has expressed his interest in serving another term.
BPAC Chair Councilor Pat Feghali recommends that Mr. Schiffmiller be reappointed for another two-
year term and requests that Mayor Garcia consider his reappointment.

1996 – 2020 Bicycle commuter: I commuted by bicycle while in graduate school at Arizona State
University, Tempe, AZ. This included dropping off two children at two different day
care facilities using a bicycle trailer; I commuted to work while employed by the
New Mexico Environment Department at the South Capitol Complex
2010 – Present Bicycle educator: I am certified through the League of American Bicyclists as a
League Certified Instructor (#2839). I teach classes to instruct bicyclists how to ride
more safely and effectively in an urban environment
2010 – 2023 Founding Board member of Bike Santa Fe, a 501(c)(3) bicycle advocacy and
education organization: I organized and held classes and events to promote bicycle
education and advocacy; represented Bike Santa Fe at various events, meetings, and
proceedings
2020 – Present Participated on the Law & Policy and Technical Review subcommittees for BPAC
2022 – 2024 Participated in the Safe Routes to School Program: I taught students from 1st
through 8th grade on pedestrian and bicycle safety, and bicycle maintenance; I
participated in “Bike School Bus” events, leading school children on bicycles and on
foot to school as a group
