Summary:
The proposed Resolution directs the City Manager to identify and apply for Federal and State funding
sources for water, wastewater, and other water related projects; identify a State Legislative Priority List;
and approve the applications submitted to the New Mexico Water Trust Board. Furthermore, this resolution
is a requirement of the New Mexico Water Trust Boards application process to receive funding for all
project types eligible for consideration. The City of Santa Fe’s Water Division will be submitting
applications for design only projects and construction projects to the New Mexico Water Trust Board for
Fiscal Year 2027.

Consequences of Not Enacting Legislation:
If this legislation is not adopted, the City cannot receive Water Trust Board Fiscal year 2027. The City’s
Public Utilities staff will not have the authorization to apply for State or Federal funding sources for water
or wastewater related projects.
Conflict, Duplication, Companionship, or Relationship to Other Legislation:
None.
Performance and Administrative Implications:
Public Utilities staff would identify priorities and research water, wastewater, and other water related
projects and apply for State and Federal funding for water, wastewater, and other water related projects.

Fiscal Implications:
In order to submit applications to the Water Trust Board for Design Only projects, this Resolution would
need to be passed by the Governing Body. For Fiscal Year 2027, the Water Trust Board has $100 million
in grant funding available with no match requirement for Design Only projects. Later in Fiscal Year 2027,
the Water Trust Board will open the Water Trust Board funding application cycle for construction projects.
The revenue will be determined when funding is awarded. Agreements to accept the funds will need to be
approved through the Governing Body’s approval process.
