Date: September 2, 2026 To: Governing Body From: Marci Eannarino, Legislation and Policy Innovation Office Manager Indira Nadasen-Gladstone, Legislative Administrator Palmer Anderson, Policy Analyst Via: Marcos Martinez, City Attorney RE: Amending Immigration Committee’s Rules and Procedures EXECUTIVE SUMMARY: The proposed Resolution amends Resolution No. 2025-31 to update the Immigration Committee’s Rules and Procedures by including a Governing Body member, who shall serve as a non-voting member and chair, on the committee. Additionally, should the proposed Resolution be adopted, the City Manager shall designate at least one representative from the Santa Fe Police Department to serve as a liaison to the committee. BACKGROUND: On January 13, 1999, the Governing Body adopted Resolution No. 1999-6 declaring a policy of non- discrimination on the basis of a person’s national origin and appointing an immigration taskforce and on January 16, 2002, the Governing Body adopted Resolution No. 2002-3, which renamed the Immigration Taskforce the “Immigration Committee”. Resolution No. 2002-58 decreased the number of members on the Immigration Committee from fifteen to nine members and Resolution No. 2014-82 declared the Governing Body’s continuous support for immigrant issues in Santa Fe, the state of New Mexico, and throughout the United States. On April 30, 2025, the Governing Body adopted Resolution No. 2025-31 updating the Immigration Committee’s rules and procedures in various ways.
