Summary:
The resolution requests approval for the City of Santa Fe to participate in the New Mexico Department of
Transportation (NMDOT) Local Government Road Fund (LGRF) Program for Fiscal Year 2027. Approval
of this resolution authorizes the City to enter into a Cooperative Agreement with NMDOT for Project,
Control Number L500665, to fund the construction of Phase A of the Henry Lynch Road Reconstruction
Project.
The total estimated project cost is $423,475, with 75% ($317,606) funded through the NMDOT Local
Government Road Fund Program and the required 25% local match ($105,869) provided by the City of
Santa Fe.

Consequences of Not Enacting Legislation:
If the resolution is not approved, the City will be unable to enter into the Cooperative Agreement with the
New Mexico Department of Transportation and will forfeit $317,606 in Local Government Road Fund
Program assistance. As a result, construction of Phase A of the Henry Lynch Road Reconstruction Project
may be delayed or postponed until alternative funding is secured. Delaying the project will postpone
planned safety, accessibility, drainage, and multimodal transportation improvements along the Henry
Lynch Road corridor.
Conflict, Duplication, Companionship, or Relationship to Other Legislation:
The Governing Body will be approving the agreement through a separate action.
Performance and Administrative Implications:
Approval of the resolution authorizes the City to enter into a Cooperative Agreement with the New
Mexico Department of Transportation (NMDOT) for the Local Government Road Fund Program. The
Public Works Department, through the Complete Streets Division, will administer the grant, oversee
project implementation, ensure compliance with the Cooperative Agreement, and coordinate with
NMDOT throughout project delivery.
