Memo Attachment D: Proposed 2026 General Obligation Bond Program Midtown Capital Improvements Proposed General Obligation Bond Project Summary Maximum Bond Authorization: $5,000,000 The following projects represent the City’s anticipated initial investment priorities for the Midtown General Obligation Bond. The project list and preliminary allocations may be modified by the Governing Body as necessary based on funding availability, site assessments, environmental review, bid results, changing conditions, grant opportunities, utility coordination, project delivery considerations, or other public needs, provided all expenditures remain consistent with the purposes authorized by the bond. Midtown Site Preparation and Demolition Projects (Approximately $2,600,000) Council District Building Preliminary Estimated Cost District 4 Mouton Hall & Modular $600,000 District 4 Luke Hall $500,000 District 4 Kennedy Hall $500,000 District 4 King Hall $1,000,000 Final demolition priorities and allocations will be subject to site assessments, environmental review, hazardous-material findings, procurement results, and Governing Body appropriations. Fogelson Library Fire-Safety, Life-Safety, Accessibility, and Building Improvements Approximately $2,400,000 Bond proceeds are anticipated to support fire- and life-safety, accessibility, building-system, and energy- efficiency improvements at Fogelson Library. Final improvements will be informed by existing facility assessments, project development, community input, and available funding.
