A RESOLUTION12
PROPOSING FOUR BALLOT QUESTIONS TO BE SUBMITTED TO THE CITY OF13
SANTA FE VOTERS AT THE NOVEMBER 3, 2026 GENERAL ELECTION RELATING14
TO THE ISSUANCE OF GENERAL OBLIGATION BONDS: (1) UP TO $11,250,000 FOR15
CITYWIDE STREET, SIDEWALK, CURB-RAMP, AND PEDESTRIAN ACCESSIBILITY16
IMPROVEMENTS; (2) UP TO $4,500,000 FOR MUNICIPAL RECREATION COMPLEX17
SOCCER VALLEY IMPROVEMENTS; (3) UP TO $4,250,000 FOR SWAN PARK SPLASH18
PAD AND RELATED IMPROVEMENTS; AND (4) UP TO $5,000,000 FOR MIDTOWN19
CAPITAL IMPROVEMENTS; FOR A TOTAL MAXIMUM PRINCIPAL AMOUNT OF20
$25,000,000, TO BE REPAID FROM PROPERTY TAXES.21

WHEREAS, the Governing Body of the City of Santa Fe ("City") in Santa Fe County and23
the State of New Mexico wishes to submit to the November 3, 2026 General Election ("202624
General Election"), the questions of the issuance of its general obligation bonds in the aggregate25

maximum principal amount of $25,000,000 for the purposes specified in this Resolution; and1
WHEREAS, subject to the limitations and in accordance with Article IX, Section 12 of the2
New Mexico Constitution and NMSA 1978, Sections 6-15-1 through 6-15-22, the City may issue3
general obligation bonds for the purposes permitted by NMSA 1978, Section 3-30-5; and4
WHEREAS, in accordance with NMSA 1978, Section 3-30-6, before general obligation5
bonds are issued, "the governing body of the municipality shall submit to a vote of the qualified6
electors of the municipality the question of issuing the bonds"; and7
WHEREAS, the Governing Body determines that it is in the best interest of the City that the8
questions of issuing general obligation bonds be submitted to the qualified electors of the City in9
the 2026 General Election; and10
WHEREAS, NMSA 1978, Section 1-16-3, requires the City to "file a resolution proposing11
the ballot question" with the County Clerk not less than seventy (70) days before the election at12
which the ballot questions are proposed to be submitted to voters; and13
WHEREAS, the Governing Body hereby determines and declares that the projects described14
in the Bond Election Questions set forth herein (collectively, the "Projects") are for public purposes,15
and no bond election has been held on the Bond Election Questions during the year immediately16
preceding the date established for the 2026 General Election.17
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE18
CITY OF SANTA FE, NEW MEXICO THAT:19
Section 1. Street, Sidewalk, and Pedestrian Accessibility Bond Question. The Governing20
Body proposes that the following question be submitted to the registered, qualified electors of the21
City and requests that the Santa Fe County Clerk place the question on the ballot for the 202622
General Election:23

Shall the City of Santa Fe issue up to $11,250,000 in general obligation bonds, to be repaid from2
property taxes, to plan, design, construct, equip, reconstruct, rehabilitate, preserve, repair, replace,3
and improve streets, sidewalks, curb ramps, pedestrian routes, and related infrastructure within the4
City?5

Section 2. Soccer Valley Bond Question. The Governing Body proposes that the11
following question be submitted to the registered, qualified electors of the City and requests that12
the Santa Fe County Clerk place the question on the ballot for the 2026 General Election:13

Section 3. SWAN Park Bond Question. The Governing Body proposes that the following5
question be submitted to the registered, qualified electors of the City and requests that the Santa Fe6
County Clerk place the question on the ballot for the 2026 General Election:7

property taxes, to plan, design, construct, equip, furnish, and improve a splash pad and related12
public recreational facilities and infrastructure at SWAN Park?13

property taxes, to plan, design, prepare, demolish, construct, reconstruct, renovate, equip, furnish,25

manage, and improve public facilities, infrastructure, public spaces, and other City-owned assets at1
the Midtown property?2

Section 5. Filing with the Santa Fe County Clerk. The City Clerk shall file this resolution8
with the Santa Fe County Clerk in accordance with NMSA 1978, Section 1-16-3, not less than9
seventy days before the November 3, 2026 General Election. The City hereby requests that the10
Santa Fe County Clerk certify the ballot questions to the New Mexico Secretary of State as required11
by law.12
