Good evening, Mayor Garcia and member of the Governing Body,
As a resident of Santa Fe with longtime professional and personal involvement in watershed and river
restoration and health in the upper watershed, urban reach, and lower watershed of Santa Fe, I am
writing to ask you to consider delaying the vote to amend City Code 25-1.9A, to allow for adequate time

for consideration and feedback by City departments, committees, partner organizations, and other key
stakeholders.
With unintended ripple effects from this code change a possibility, it is critical that area stakeholders,
including the Pueblo of Tesuque, are consulted from early in the process. It appears that no information
has been made available to members of the Governing Body or other relevant City committees in the
lead-up to this vote, even with its passage through two committees with no further discussion or
informational presentations. Other relevant committees, including the River Commission and Water
Conservation Committee, have not been given the opportunity to provide feedback.
If the vote proceeds this evening, I ask that language in the code be amended to include the following
prerequisites for Governing Body approval of any fishing event in the Municipal Watershed:
- Proactive consultation by Pueblo of Tesuque and US Forest Service
- Proactive engagement/vetting by other key stakeholders
- Proactive engagement/vetting by relevant City committees, including but not limited to the Water
Conservation Committee and the River Commission
- Detailed educational plan aligned with current best practices and priority themes such as climate
change, ecological conditions, and stewardship
- Detailed feasibility document for any proposed event, including
- Alternate options and reasons they are not feasible, including:
 Robust and transparent emergency management plan
 Detailed transportation plan that considers all easements, permits, and legal ramifications
 Transparent calculation of financial cost and future financial risk, where the funds are coming
from, and how the event will be staffed
 Potential environmental and social risks and corresponding mitigation measures such as:
o Introduction of whirling disease, black snot algae, and other contaminants not currently in
the water supply
o Direct and indirect fire risk
o Risk of future and ongoing trespassing, and its relation to water contamination and fire risk
o Risk of political controversy
I respectfully ask that you consider the possibility of adverse impacts from opening the upper watershed
to uses not permitted in decades.
