ADOPTING THE CITY OF SANTA FE’S (“CITY’S”) REGIONAL ANNUAL TRANSIT11
SERVICE PLAN FOR FISCAL YEAR 2027; ACCEPTING THE NORTH CENTRAL12
REGIONAL TRANSIT DISTRICT’S (“NCRTD’S”) FISCAL YEAR 2027 PROPOSED13
FUNDING OF REGIONAL SERVICES PROVIDED BY THE CITY OF $1,421,890; AND14
APPROVING THE SUBMISSION OF THE CITY’S REGIONAL ANNUAL TRANSIT15
SERVICE PLAN FOR FISCAL YEAR 2027 TO THE NCRTD’S BOARD OF DIRECTORS16
FOR APPROVAL.17
WHEREAS, the Regional Transit District Act, NMSA 1978, Section 73-25-4, authorizes18
a combination of two (2) or more governmental entities to create a regional transit district by19
agreement; and20
WHEREAS, the City of Espanola, Los Alamos County, Pojoaque Pueblo, Rio Arriba21
County, San Ildefonso Pueblo, San Juan Pueblo, Santa Clara Pueblo, the City of Santa Fe (“City”),22
Santa Fe County, and Tesuque Pueblo entered an agreement to create the North Central Regional23
Transit District (“NCRTD”) in 2004; and24
WHEREAS, NCRTD’s Resolution No. 2008-14 stated that “in order to create a truly25

effective and efficient regional transit system that cooperatively and equitably serves north central1
New Mexico, the NCRTD believes that the City of Santa Fe should be a member of the District”;2
and3
WHEREAS, the City provides regional service routes as described in the Annual Transit4
Service Plan detailed below, and NCRTD’s Resolution No. 2011-10 requires that, prior to5
committing Regional Transit Gross Receipts Transit taxes, the routes must be included in the City’s6
“annual service plan and adopted by the NCRTD Board as well”; and7
WHEREAS, the Transit Division of the City’s Public Works Department has implemented8
the following regional transit services for adoption as the City’s Regional Fiscal Year 2027 Annual9
Transit Service Plan:10
1. Santa Fe Trails Route 22, serving the New Mexico 599 Rail Runner station as well11
as Rancho Viejo and Santa Fe Community College;12
2. Santa Fe Trails Route 2 and 4, serving inbound and outbound Rail Runner trains13
at South Capitol Station;14
3. Santa Fe Pick-Up Historic District Shuttle operations, providing shuttle service to15
and from the Rail Runner station at the Railyard and downtown destinations;16
4. Special Event Services to:17
a. accommodate visitors and residents alike;18
b. meet increased demand for Rail Runner transfers;19
c. transport visitors and residents during Folk Art Market, Spanish Market,20
and Indian Market weekends21
d. transport visitors and residents during the annual community celebrations22
of Zozobra and the Canyon Road Farolito Walk; and23
WHEREAS, the Public Works Department understands that NCRTD has identified24
funding in the amount of $1,421,890 in its Fiscal Year 2027 budget to keep the aforementioned25

regional services, operated by the City and funded through Fiscal Year 2027.1
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE2
CITY OF SANTA FE that it adopts the City’s Regional Fiscal Year 2027 Annual Transit Service3
Plan described above.4
BE IT FURTHER RESOLVED that the City will accept NCRTD’s reimbursement to the5
City for regional transit services it provides, up to $1,421,890.6
BE IT FURTHER RESOLVED that a representative from the Public Works Department7
shall forward a copy of this Resolution to NCRTD’s Board of Directors.8
