RE: FY27 NCRTD Regional Tax Distribution for the City of Santa Fe
EXECUTIVE SUMMARY:
The proposed resolution requests Governing Body approval for the City of Santa Fe’s (“City’s”)
Fiscal Year 2027 (“FY2027”) Annual Transit Service Plan and accepts the North Central Regional
Transit District’s (“NCRTD”) FY2027 proposed funding to provide $1,421,890 to the City for
operating costs of regional transit services. Should the Governing Body approve the Regional
FY2027 Annual Transit Service Plan, the Public Works Department shall forward a copy of the
Resolution to the Board of Directors of the NCRTD for its approval.
BACKGROUND:
NCRTD was created in 2004 by agreement between the City of Espanola, Los Alamos County,
Pojoaque Pueblo, Rio Arriba County, San Ildefonso Pueblo, Santa Clara Pueblo, the City of Santa
Fe, Santa Fe County, and Tesuque Pueblo. In 2008, the City withdrew from the NCRTD, and the
NCRTD then updated the terms of membership in its Resolution No. 2008-11. As a result of City
Resolution No. 2008-14, the City re-joined the NCRTD and expanded City-delivered transit
services to provide connected transportation to and from the Rail Runner. These regional, City-
delivered transit services make the City eligible to receive its portion of the regional transit district
increment of Gross Receipt Tax revenue managed by the NCRTD.
The services provided by Santa Fe Trails are outlined in the City’s Regional FY2027 Annual
Transit Service Plan, which include connections to and from the Rail Runner, the Santa Fe Pick-
Up Historic District Shuttle, and Special Events Services.
NCRTD requires that this resolution be provided to the NCRTD Board by August 21, 2026,
to secure this funding for regional transit services provided by the City.JOHN BURNETTGabrielle Chavez
