Thank you so much. I think we're ready to roll. All right, I call to order the Public Works and Utilities Committee meeting. It's June 15th, 2026. It is 5:05. Well, my clock's all say different things. 5:00, could I get a roll call, please? Yes, Chair. Chairperson Chavez? Here. Counselor Barrett? Here. Counselor Bustamante? Here. Counselor Faulkner? Excused. And Counselor Fegali? Here. You have a quorum. Thank you. Next is approval of the agenda. Any changes from staff? No changes from staff. May I get a motion, please? Move to approve. Second. I have a motion. I have a second. All those in favor signify by saying, "Aye." Aye. Any opposed? Seeing none, motion passes. Next is approval of the consent agenda. Has anything been pulled off of consent? Yes, Chair, we have item 7G was removed from consent. Let me just make sure. All right, can I get a motion as amended, please? Motion to approve as amended. Second. I have a motion. I have a second. Can I get a roll call vote? Chairperson Chavez? Yes. Councilor Barrett? Yes. Councilor Bustamante? Yes. Councilor Faulkner is excused. Councilor Fegali? Yes. And... Motion passes. Motion passes. Thank you. Public comment, is there anyone from the public that would like to come up and speak with us today? All right, I see nobody. All right, so presentations. Our favorite presentation first from Public Utilities Department Employee of the Month for June 2026, Kevin Crawford, Environmental Service Collections Equipment Operator, Public Utilities Division, David Ruiz Parra, Environmental Service Department Supervisor, Debra Trujillo, Environmental Services Supervisor Division Director will be here to share with us the employee of the month. Good afternoon. Today, I'd like to recognize Kevin Crawford as our employee of the month. Kevin consistently goes above and beyond what is asked of him. Many times, he steps up and takes care of things without even being told simply because he sees that they need to be done. That kind of initiative is hard to find and makes a big difference to our team. Kevin also brings a positive attitude to work every day. Whether he's driving a trash truck, helping a co-worker, or handling challenges on his route, he approaches the job with professionalism and a willingness to get the job done. The City of Santa Fe is fortunate to have employees like Kevin take pride in their work and set a great example for others. Thank you, Kevin, for your dedication, hard work, and commitment to serving our community. I would just like to say thank you to those who recognize my hard work on a day-to-day basis. I'd like to say thank you, Kevin, for your work. If you don't mind, we'd like to thank you. If you don't mind coming up here, we could shake your hand and a token of appreciation. All right, but anyone else like to add anything? No, all right. Thank you, Kevin, for everything you do. And this employee of the month gets a day of all that stuff. [laughter] All that... Kevin will get a day of administrative leave to recognize his hard work. All right, awesome, Kevin. Enjoy. Enjoy your day. All right. Next is a presentation of external requests for inclusion of the Infrastructure Capital Improvements Plan FY 2028-2032. So, I have a question. I think we actually have to take that off of consent. Yeah, actually, now that we're here, I'm going to suggest that, too, this item 7H, to put it back into, take it off of consent. So, what we'll have to do is we'll have to have those that did a motion and a second retract their motions. 7G was already pulled. So, I think 7H is the capital improvements. Yes, so that's why we have to amend that we all approve the consent. So, we had a motion and a second. We would need someone to motion to retract that, I believe. Motion to retract. Second. All right, and so then we would propose. So, what we have on the table now is a consent agenda with two items removed. That would be 7G and 7H. So, with that, is there a motion? Motion to approve as amended. I amend this. I second. I have a motion to approve the consent agenda as amended. So, Sam, this is going to take the place of our original vote. I just want to stress that. So, if we could get a roll call, please. Through the Chairperson Chavez. Yes. Councilor Barrett. Yes. Councilor Bustamante. Yes. Councilor Faulkner's excused. Councilor Feigley. Yes. The motion passes. Okay, great. So, going back to our presentation, presentation again of external requests for inclusion in the Infrastructure Capital Improvement Plan FY 28-32. Sean Moody, Capital Projects Manager. Cheers, thank you, and thank you for that. You were quicker than I was. So, past years the ICIP is annually updated. It's a 5-7 year capital plan that the Public Works Department compiles for the whole city, and it would typically have 70 to 90 projects on it. We will be during these committee sessions and governing body processing that separately. So that's coming up actually as item G, 7G. In this item, we're going to introduce five projects which are not in the list for the first time ever, the city has received applications from third parties, typically nonprofits, who'd like to do projects that have a community, ostensibly have a community benefit. The reason they've they're being sent to us for the first time is the legislature this year passed a law on itself to not consider ICIP, not consider capital outlay appropriations unless the projects are in some ICIP. It's appropriate that these projects in city limits are in our ICIP. Now it happens that the five projects we received are all in District Four. Accidental. So what I'm like to present today for the consideration of council, I'm not making a recommendation or is staff, but I'd like to just present very quickly the five projects which have been submitted by others to the city for consideration for addition to our ICIP resolution. The way that I would understand process is any councilor could move to add any of these projects into the resolution by an amendment to the resolution. The recommendation of the committee would be forwarded to governing body. That's how I would understand it. And the information of what needs to be moved is in writing. So if we hear this presentation and we get to item H, then we can make a motion to amend the resolution to add the five projects as listed in our presentation to the ICIP list, if that makes sense to everyone. So I just wanted to give that. So, we'll hear the presentation, then we'll take on each of our consent matters one at a time and when we get there, if we would like to make that amendment, we can and refer and refer to the presentation in doing so. All right, thank you. Great, thank you. So, I'm going to just run through the titles and if you if you have if you'd like more detailed explanation, I included in the packet the information that we input into the state system and that we can then if any of these are added to the ICIP easily add. I'm going to just give the names of them now if if there are any detailed questions, many of the applicants will be available either in person here or by Zoom. So, please stop me at any point. We'll turn to whoever might be here in Zoom or in the room. So, the five projects are starting from the south end of town, Las Soleras Drive project to create a bridge over the Arroyo Chamisa and to extend the road over to Beckner Road from Serios Road. And that, as I understand it, arose from an uncompleted master plan that this developer. Actually, you know what I'm going to do, if you don't mind, I'm going to stop there and if you have any detailed questions, a couple of representatives are in the room for the project. So, I'm going to move forward through the rest of the projects and we can circle back. The again, moving from the south, the next project is by Interfaith and they are proposing a resource and opportunity center they're calling ROCK and it would be located on this map in front of you, it would be located essentially south of the Villa Linda Mall and off of off of Serios Road. Moving over to the Airport Road area, there is a project called Casa de Todos. It's being presented by Habitat Santa Fe. And it's a substantial affordable housing project. The next project just north of that is called San Ignacio Flats affordable housing. And then up in Midtown up to up in the top right of this map is in the New Mexico Innovation Hub. And that will be on some of the tracks within Midtown parks. And spanning what I think is still owned by the state open moving to city's hands. Thank you. My computer just decided to restart, so I am pulling it up on my phone. And as I do that, are there any questions about the presentation? We can go into further discussion in regards to where it's if it's placed, but or what's in the packet right now, are there any questions? All right, I see no questions. Thank you for that information. Thank you. We're going to move on to our next item, which is 7G. Request for approval of amendment number one to professional services contract number 26-0125 with Kiwanis Club of Santa Fe to increase compensation by $51,179.80 for event management services for the city's 4th of July celebrations. And this is we have Melissa McDonald, Parks and Open Space Director here, and this was pulled by who, Sam? Oh, okay, I'll turn it over to Councilor Fegali. Thank you, Chair. Thank you, Director McDonald, for coming in and answering my questions on this. So, we spoke a little earlier, but basically, this money is in addition to the contract we already had, and it's for this year only because of unanticipated changes due to the venue change. Is that correct? Councilor Ferragalli, I'm having a hard time hearing you. Could you... I'm sorry. But yeah, so this is this is one-time for this year only funding that was changed because the venue change incurred some new expenses that were different from previous years. Is that correct? Madam Chair, Councilor Ferragalli, that's correct. So, we moved from the Santa Fe Place Mall to Franklin Miles Park, and in the memo, we've kind of listed out some of the changes that occurred as we got into what that move looked like, and it was after we had kind of set up the agreement that this change became known. Okay. And the county is giving us $50,000, the state is giving us, looks like, 37.5, and then the other money is coming from tourism. Is that right? Madam Chair, Councilor Ferragalli, that's correct. So, 114,000 is coming from tourism, and about 106,000 is coming from the parks. Okay. And do we, is this our new permanent location? Do we know? Is this, are these expenses going to be the same for next year, or will have to increase the contract amount? Madam Chair, that has not been decided. I think that people are checking it out to see. Obviously, there have been changes at the site. With a lot of our larger events. We have changes from time to time. So that has not been decided at this time. I'm sure there'll be conversations afterward to see how it went, what people thought, that type of thing. We'll be doing a debriefing with the community as well. Okay. Thank you. That was all my questions, sir. All right. Are there any other questions on this item from committee? All right. Could we get a roll call vote, please? I think we have a motion here. Oh. Did I have a motion? Move to approve. Second. I have a motion, I have a second. Now, can we get a vote? Director Burnett. Absolutely. Chairperson Chavez. Yes. Councilor Barrett. Yes. Councilor Bustamante. Yes. Faulkner's excused. Councilor Fogalli. Yes. Thanks. Motion passes. Great. Thank you. All right. So now we move on to 7H. Consideration of resolution number 2026. Oh, and thank you, Director McDonald, for being here, by the way. Thank you. Moving on to item 7H, consideration of resolution number 2026, introduced by Mayor Michael Garcia. A resolution adopting the City of Santa Fe's 2028-2032 infrastructure capital improvement plan. Shaun Moody, capital projects manager, is here to help us in our discussion. Are there any questions or discussion comments input from committee members? All right. So then I'm going to propose an amendment so that we might have discussion items. The only way that we can have a true discussion with all governing body members is if we add those five projects to this. Then it'll move through committees and make it to governing body in order for us to actually have discussion. Without that, then it's kind of creating a mess. So, I do amend to adopt all items that were presented in presentation. And please correct me if I'm doing it wrong from what is needed by staff, into our infrastructure capital improvement plan. Second. I have a motion and I have a second. Is there, yes, Director? The original motion came from, thank you. Is there any discussion on that amendment? Could I get a roll call vote on the amendment, please, Director? Absolutely, Chair Chavez. Yes. Councilor Barrett. Yes. Councilor Bustamante. Yes. Faulkner is excused. Councilor Fogalli. Yes. Motion passes. Thank you. And next is to the item itself. Do we have discussion or do we have a motion? Motion to approve. Second. I have a motion to approve and a second. Could I get a roll call vote, please? Yes, Chair Chavez. Yes. Councilor Barrett. Yes. Councilor Bustamante. Yes. And Faulkner is excused. Councilor Fogalli. Yes. And motion passes. Great. Thank you so much and thank you for being here giving us that information. Next we are going to move on matters from staff. Matters from staff. We do have one matter from staff and I'll turn it over to Palmer. Hi everyone. You? Okay, hold on. Yeah, Madam Chair, I'm showing action item under number eight action items discussion agenda consideration of bill number 2026-11. I was not seeing that on my end. Am I the only one that's not seeing it? Yeah, it's item J consideration of bill 2026-11. I am not seeing any I don't have any of the attachments on my end. Chair, I see under eight action items discussion agenda item A consideration of a bill number 2026-11 adoption of an of ordinance number 2026-blank. Let's see a bill relating to Santa Fe Homes program and requirements for rental units amending section 26-1.22 to make certain technical changes to classify the calculation of fees paid in lieu of providing on-site affordable units to amend the fee in lieu calculations to use 30% of the area median income instead of 65% when determining base fee amount. And this was to be represented by Fabiola Chavez, the affordable housing director. I see I see something else is happening. Oh, yeah. I guess I was so I believe Councilor was going to pull this for discussion because a procedural rule needs to be waived in order for this legislation to go to this to this committee tonight and then the CDC on the 17th and that's why it is being brought up. Yes, so Is there any attachments or I just want you to know what I see. The only way you can see this item is on the printed agenda like on the PDF agenda. It's not actually listed. Okay, I'm looking if meeting portion of it. Okay. So I'm looking in Civic Clerk right now where I'm seeing the item files attached. Yes, so but I'm just saying if you go to if you list the meeting overview Yes. And you go to discussion item, there's no discussion item. Item. So I I just want that to be clear because that's typically not how it looks when we have an item there. Are there any attachments? Because we wouldn't get those on the agenda. There are. I can list off what the attachments are. There's the memo, the bill, the fiscal impact report, a co-sponsorship form, and the example calculations for SFHP. So just so you are aware and is it are those attachments listed on that paper agenda? So there's no attachments listed. So on our Yeah, so on our end, I'm just going to explain what seems to have happened. On our end posted on the agenda. on here as the wrong number. It's a it's on J here. On the left as 7J instead of 8A. It's But it's I don't see it on the other We need to like sort this out. The agenda's a mess. So there's on the item overview or the overview of the agenda, there's nothing on discussion. So which means we have no access to any attachments. So I just want you all to be aware. There's no access to attachments. However, it is listed as an item on the paper agenda. Are there attachments anywhere there And I can't open my computer or I'd be looking here. Okay. The attachments are under 7J. Although this is listed in the paper agenda as 8A. So basically it got approved on consent. Yes. Well, depending which agenda you were looking at. But I don't know. Are we clear on that before I make a request? Yeah, apparently there's So we have two agendas right now that are public seeing. One is going to be the PDF version of it, and then the other is when you actually do the interactive agenda on overview where it's listed under consent. So I was looking at that one. I don't know what everyone else was looking at. So we have to figure out if we think that was approved on consent or if we don't. So let me almost there. I'm opening this. I'm sorry. Do we Do we need to a motion to pull the item then? Let's Let's see. Let me just see how this all looks on now that I actually can access it here. Can we request to pull the item? Yeah, well no, it's not a matter of looking at it. We approved a consent and it's listed on consent. And it's also listed off of So we have two agendas that the public is seeing. One is it's listed under consent, which means we already passed it. The set the PDF like if you open meeting files and look at the PDF of the agenda, it's listed under discussion. So, we have to decide which one we were referring to. I don't even know. I think we probably just need to retract I don't know. Chair, I I would recommend that we vote to I'm not exactly sure what the procedure is, but retract the approval of the consent agenda, remove this item from it, and discuss it as a pulled item. So, the withdraw the motion, I believe. We've been saying the wrong thing. We've had a We've had a day, everyone. [laughter] All right. So, we're going to do this for the second time. Okay, I would like to withdraw the motion to approve consent agenda. Second that. Hey, can we get a roll call for that, please? All right, here we go. And just to clarify, we are withdrawing the motion to approve it as amended. Just for summary, everyone. We had approved it as amended and pulled items H G and H off, which we've voted on. So, we are retracting our motion to approve as amended for the remaining items. Just so that everyone's clear. Okay, can we get a roll call vote, please? Absolutely. Chairperson Chavez. Yes. Councilor Barrera. Yes. Councilor Bustamante. Yes. Councilor Faulkner is excused. Councilor Fegali. Yes. And motion passes. Thank you. All right. So, now we are amending the consent agenda to remove item J for discussion pulled by Councilor Bustamante. Is there a motion to approve the consent as amended? Motion to to consent as amended consent as amended, sorry. Yeah. Motion and a second. Can we get a roll call vote, please? Yes, Chair Chavez. Yes. Councilor Barrett. Yes. Councilor Bustamante. Yes. Councilor Faulkner's excused. Councilor Fagali. Yes. Motion passes. Thank you. So, this will then make our next item before next item 7J. Which I will read again. Consideration of bill number 2026-11, adoption of ordinance number 2026 to be determined, sponsored by Mayor Michael Garcia, Councilor Alma Castro, Councilor Pilat Faulkner. A bill relating to Santa Fe Homes program and requirements of rental units, amending sec- section 26-22 to make certain technical changes, to clarify the calculation of fees paid in lieu of providing on-site affordable units, to amend the fee in lieu calculation to use 30% of the area median income instead of 65% when determining base fee amount, and we have Chavez, affordable housing director, here for any questions. And I believe since this was pulled by a Councilor Bustamante, we'll start with you. Thank you, Madam Chair. I'd like to request that we waive procedural rule 11-4-C-3A to pull this item for discussion tonight and add it to the CDC committee discussion coming up this Wednesday. June 16th. June 16th. Thank you. 17th, sorry. Yes, 17th. Apologies. Second. I have a motion and a second. Could I get a roll call vote, please? Are there Is there any discussion? To waive rules, okay. Chair Chavez. Yes. Councilor Barrett. Yes. Councilor Bustamante. Yes. Councilor Faulkner's excused. Councilor Feigali. Yes. And the motion passes. And then moving to the main motion on the bill, is there a motion for that? Motion to approve. Second. I have a motion, I have a second. Can I get a roll call vote, please? Yes, Chair Chavez. Yes. Councilor Barrett. Yes. Councilor Bustamante. Yes. Councilor Faulkner's excused. Councilor Feigali. Yes. Motion passes. All right. Well, we will hope that that makes sense to everybody, and I thank you for that. You know, [gasps] it's a Monday. [laughter] We will now move on to matters from staff directors. It is your turn to talk. Thank goodness. No matters from staff. Matters from staff. Are there matters from the committee? No matters from the committee. Matters from chair. Our next meeting is Monday, June 29th, 2026. And with that, we're adjourned.
