Public Works and Utilities Committee Mon, Jun 1, 2026 ยท Public Works and Utilities Committee https://santafeminutes.space/meeting/968 == Executive Summary == The Public Works and Utilities Committee met to discuss the draft 2026-2030 Infrastructure Capital Improvement Plan (ICIP), which outlines approximately 100 capital projects for the city over the next five years. This plan, largely developed by city departments with some external contributions, is slated for approval by the full governing body on June 24th. A key change this year is that project ranking for legislative priorities will be developed later, rather than being included in the initial submission. The committee also celebrated Troy Bernal as the Public Works Employee of the Month for May 2026, recognizing his outstanding work ethic and positive contributions. Staff was tasked with arranging for Mr. Bernal to be formally recognized by the committee at a future meeting. Additionally, several upcoming events and initiatives were announced, including the Next Generation Water Summit, free Sunday bus service, and a 'Bike to Baseball' event. == Key Decisions == - Approved the agenda. - Approved the consent calendar. == Public Comment == Sean Moody, Capital Planning Manager for the Public Works Department, provided a brief description of the draft Infrastructure Capital Improvement Plan. == Topics == - Infrastructure Capital Improvement Plan - Public Transportation - Employee Recognition - Water Conservation/Development - Community Events == Full Transcript == Hello. Madam Chair, Councilor Faulkner, we are live. All right, let's call this meeting to order. Can we get a roll call, please? I don't think you're... Yeah, and lean into your mic. Yes, Madam Chair. Chairperson Chavez. Councilor Forgalli. Here. Councilor Barrett. Here. Councilor Faulkner. Here. Councilor Bustamante. Here. All right, can we get approval of the agenda? Do we have any changes from staff? No changes from staff, Madam Chair. Move to approve. Second. Okay, we have a motion and a second. Can we get a roll call, please? Councilor Forgalli. Yes. Councilor Barrett. Yes. Councilor Faulkner. Yes. Councilor Bustamante. Yes. Okay, we get approval of the consent calendar. Any changes from staff? Any changes? No changes from staff. Thank you. Any changes from the committee? Move to approve. Second. Okay, we have a motion and a second. Can we do a roll call, please? Councilor Forgalli. Yes. Councilor Barrett. Yes. Councilor Faulkner. Yes. Councilor Bustamante. Yes. All right, and it passes. We have public comment. It looks like we're going to be discussing infrastructure capital improvements. Anybody from the public in the chambers? We have Mr. Moody here at the podium. Okay, thank you. Does the committee feel like we need a brief description? I would love a brief description if we could get that. Okay, then let's go into it. Lean into the... Good. How's that? Sean Moody, Public Works Department. I'm the Capital Planning Manager. And this public comment is for the draft version of the Infrastructure Capital Improvement Plan, which we update annually. It's a five-year capital plan. This year's list has about 100 projects on it. All but four originated from city departments based on their asset conditions, their policy, and programming. Four of the projects come from outside the city. They're typically nonprofits or, in the case of a housing development company, affordable housing development. And this process will go into the full committee sequence for governing body approval on the 24th of June to be entered into the state system on the 1st of July. In typical years, the council's been asked to approve both the list of projects and some ranking. In this, and then the ranking would be revisited with a second resolution, typically in August, sometimes September, which becomes our legislative request. In this case, we're going to withhold the ranking in the first step, the July 1st step, and we will develop out the legislative priorities over the coming months. At that point, the council will be asked to consider prioritization and ranking. Any questions? Is there anyone in the chambers? Anyone online? No one online. All right. Next order of... Thank you all. We have a presentation. We have Employee of the Month from Public Works. Troy Bernal is Employee of the Month for Public Works for May of 2026. When Troy joined Public Works Administration just over seven months ago, I could not have anticipated the tremendous impact he would make in such a short time. As an administrative manager, Troy has quickly distinguished himself through his exceptional work ethic, positive attitude, and unwavering commitment to supporting his team. Troy consistently contributes to a collaborative and productive work environment. He is always willing to step in wherever help is needed, taking on challenges with enthusiasm and a solutions-oriented mindset. His reliability, professionalism, and dedication have earned the respect of his colleagues throughout Public Works. What truly sets Troy apart is his eagerness to learn. While some employees focus solely on the responsibilities within their assigned role, Troy actively seeks opportunities to broaden his knowledge of Public Works operations and city processes. He approaches every learning opportunity with curiosity, initiative, and a genuine desire to grow both professionally and personally. Troy's proactive attitude, commitment to continuous improvement, and dedication to serving others make him an invaluable member of Public Works Administration and the City of Santa Fe. His contributions have already made a meaningful difference, and we are fortunate to have him on our team. On behalf of Public Works Administration, I am proud to recognize Troy Bernal for his outstanding performance, dedication, and positive impact. Please join me in congratulating Troy as our Employee of the Month. All right, Madam Chair, the floor is yours. Thank you. Was Troy able to join us today? Obviously, he's not able to, or is he online? He might be online. Oh, he did not. He was not able to join. Well, I want to say, if you can just extend our appreciation to him, but also if he is able to come to one of the meetings in person, we'd love to thank him in person or even remotely. So, tell him we definitely can hear about all of the amazing things he does again and try to fit his schedule more appropriately if that would work, but we'd love to have him here or on Zoom at least just to make sure we get an opportunity to extend our appreciation for all of his dedication to the city. Great. Thank you, Madam Chair. Thank you. And I apologize for being late. I had to drive from Albuquerque. I made it in record time while being safe. I mean, safe. So, we have... Did we do public comment already? Okay. Dejean, was anything pulled? All right. So, next is... [gasps] Matters from staff. Are there any matters from staff? No matters from staff. All right. Matters from the committee. Yes. Thank you, Madam Chair. I just want to remind people that our Next Generation Water Summit is coming up June 11th through June 12th. If anybody wants to register, they can go to ngws.vfairs.com. And just a reminder, it's where we bring together our water development committee, our reuse committee, our conservation committees, and there's going to be a lot of presentations. And it's hopefully to catch people up on what's going on with water in the state of New Mexico. Thank you. Awesome. Thank you, Councilor. Any other matters? Yes, Councilor Padilla. Councilor Bustamante did not mention that our buses are going to be free on Sundays starting this week and through Labor Day weekend. And also, I am doing a bike to baseball this Saturday. We're meeting at 5:30 at the Railyard water tower, biking to the Fuego game, which is a very short one-and-a-half-mile ride, but it should be fun. And go Fuego. Oh, that's awesome. Thank you for sharing, Councilor. Yes, Councilor Faulkner. Only because this came up today in some of our discussions, the buses are free to anyone under 18, always. And city employees. And city employees. So, get using the buses, people. Thank you, Councilor. Good reminder. Any other matters? All right. Matters from the Chair. Our next meeting is Monday, June 15th, 2026. With that, we're adjourned. Thank you.
