Public Works and Utilities Committee Meeting Mon, Mar 17, 2025 · Public Works and Utilities Committee https://santafeminutes.space/meeting/68 == Executive Summary == The Public Works and Utilities Committee met on March 17 and took action on a key infrastructure project for the Hemes Road area. The committee approved Resolution 2025, which authorizes an agreement with the New Mexico Environment Department to fund sewer line construction south of Airport Road. This project has been a long-standing request from residents in the area who currently rely on septic systems, and the chair noted it had been years in the making. The resolution was amended to update the names of the authorized signers before final approval. The committee also discussed the deteriorating condition of Airport Road, with one councilor raising safety concerns about vehicles swerving to avoid damage near the South Meadows intersection. Staff were asked to provide an updated timeline for repaving that road. Additionally, the committee received a brief mention of the Poo Palooza community event, which had launched the same day, and the director noted ongoing work to process remaining legislative grant agreements. == Key Decisions == - Approved Resolution 2025 authorizing an agreement with the New Mexico Environment Department for Hemes Road improvements, including new sewer line construction south of Airport Road to replace residential septic systems - Amended Resolution 2025 to replace authorized signers Regina Willer and Jesse Roach with Stan Holland (Public Utilities Engineer) and David Chapman (Grant Administrator) - Approved the meeting agenda and consent agenda, both unanimously == Motions & Votes == - Agenda approval — Passed unanimously - Consent agenda approval — Passed unanimously (roll call vote) - Amendment to Resolution 2025 to update authorized signers — Passed 4-0 with 1 abstention - Resolution 2025 as amended — Passed 4-0 (roll call vote) == Public Comment == No public comments were recorded at this meeting. == Topics == - Hemes Road Sewer Project - NMED Grant Agreement - Resolution Signatory Amendment - Legislative Grant Agreements Progress - Airport Road Repaving - Consent Agenda Approval - Poo Palooza Update Request - Public Comment Period - Next Meeting Scheduling == Full Transcript == We are live. I move to approve. I have a motion and I have a second. And I do have an amendment to this. Do we have questions about the resolution anyone before I move into the amendment? The amendment is in your packet. It was put there this afternoon. All it is is changing who the signers will be. Instead of Regina Willer, it will be Stan Holland, PE Public Utilities Engineer. On the original motion to adopt the resolution as amended: Councilor Castro yes. Councilor Lee Garcia yes. Councilor Romero worth yes. Chair Chavez yes. Motion passes. Thank you. I do appreciate this coming forth and moving through. It's been some time this has been at the forefront of the people on Airport Road and Hemes Road. We've had other areas that, and so I'm just glad to see this coming to fruition because it's been quite a few years coming already. So thank you for all the work. Thank you so much. Any other comments? Next on the agenda will be Matters from Staff. Any matters from staff? Certainly, Councilor Garcia. Councilor Garcia, thank you. We'll start with you, Director. Thank you so much. Well, I just would say that as you can see, we're working our way through all the legislative grant agreements slowly but surely. You're seeing resolutions come through and the agreements come through, and the projects are all being worked on by staff. Hemes Road in particular actually is a utilities team project, and they're right on top of it and ready to go with the money coming in. So thank you guys. Thank you to the council and the committee for your support in this process of moving all these grant agreements through. That's all. Thank you, Director Roach. No matters from utility staff? Matters from the committee? Thank you, Madam Chair. As we move forward, we've had a few questions about the repaving of certain city streets. Had some constituents reaching out about Airport Road. Can we just get an updated timeframe as to when we're going to be looking at that? The Airport Road is deteriorating quite rapidly, and having to travel that even personally multiple times a day, it's challenging. When people are having to dodge into other lanes just to try to avoid this, especially around the South Meadows and Airport Road intersection, it's really bad. Can we just get an update please as to where we are with that so we're able to respond to our constituents in a timely manner with accurate information? Thank you. Thank you, Councilor. Any other comments from committee members? On a similar note, I think it's almost time for Poo Palooza, so I would request that we have an update on that as well. It started today. Thank you. Any other matters? Any matters from Chair? The only matter I have is our next meeting, which I'm going to look at the calendar because it's not here. The 31st of March, right? All right. Thank you. We are adjourned.
