Date: May 7, 2026 To: Public Works and Utilities Committee, Finance Committee, Quality of Life Committee, and Governing Body From: Sean Moody, Capital Projects Manager Via: Sam Burnett, Interim Public Works Director RE: Adoption of the 2028-2032 Infrastructure Capital Improvements Plan EXECUTIVE SUMMARY: The proposed resolution describes the 2028-2032 Infrastructure Capital Improvement Plan (“ICIP”) for the City of Santa Fe (“City”). District and City capital priorities will be identified in the subsequent Legislative Priorities Resolution for the 2027 New Mexico Legislative Session. BACKGROUND: The ICIP is a planning tool that establishes priorities for anticipated infrastructure projects for counties, municipalities, tribal governments, special districts, and senior citizen services. The Department of Finance and Administration (“DFA”), Local Government Division, administers the local government ICIP. Each year, the City submits a list of the City’s anticipated capital projects to the DFA, requesting capital project funding from the State.
