COMMITTEE’S RULES AND PROCEDURES AND PROVIDING THE CITY MANAGER1
ITS RECOMMENDATIONS REGARDING DEVELOPING SUPPORTS FOR2
IMMIGRANTS.3
WHEREAS, on January 13, 1999, the Governing Body adopted Resolution No. 1999-64
declaring a policy of non-discrimination on the basis of a person’s national origin and appointing5
an immigration taskforce; and6
WHEREAS, on January 16, 2002, the Governing Body adopted Resolution No. 2002-3,7
which renamed the Immigration Taskforce the “Immigration Committee”; and8
WHEREAS, on October 9, 2002, the Governing Body adopted Resolution No. 2002-58,9
which decreased the number of members on the Immigration Committee from fifteen to nine10
members; and11
WHEREAS, on October 8, 2014, the Governing Body adopted Resolution No. 2014-82,12
declaring its “continuous” support for immigrant issues in Santa Fe, the state of New Mexico, and13
throughout the United States; and14
WHEREAS, on April 30, 2025, the Governing Body adopted Resolution No. 2025-3115
updating the Immigration Committee’s rules and procedures in various ways; and16
WHEREAS, the Governing Body wishes to amend Sections 4 and 6 the Committee’s rules17
and procedures as follows:18
Section 4. MEMBERSHIP AND OFFICERS: The committee shall consist of a19
Governing Body member city councilor, who shall serve as a non-voting member and chair, and20
nine representatives residing in the county of Santa Fe and selected from the following areas:21
human rights, social services, business community, health care, labor organizations, religious22
community, youth services providers, women’s advocacy groups, educators, and legal services.23
The members shall be appointed by the mayor with the consent of the governing body. The24
[mayor] committee shall appoint the [chairperson and the committee shall designate the] vice-25

chairperson.1
Section 6. STAFF LIAISON(S): The City Manager shall designate one or more City2
staff members including but not limited to one representative from the Santa Fe Police Department,3
and any other staff as deemed [as] appropriate, serve as liaisons to the committee.4
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE5
CITY OF SANTA FE that the Immigration Committee’s rules and procedures, last updated in6
Resolution No. 2025-31, shall be amended as follows:7

Section 6. STAFF LIAISON(S): The City Manager shall designate one or more City15

and any other staff as deemed appropriate, to serve as liaisons to the committee.17
BE IT FURTHER RESOLVED the committee shall continue to follow the City of Santa18
Fe: Rules and Procedures for Committees in carrying out its duties.19
BE IT FURTHER RESOLVED that the Immigration Committee shall periodically20
communicate its recommendations regarding community education, workshops, services and21
training for immigrant populations to the City Manager who shall direct appropriate staff, such as22
the Community Services Department staff, to provide immigrants with essential knowledge,23
resources, and community connections to help them feel safe and supported.24
