1 10781.0 CITY OF SANTA FE, NEW MEXICO1 RESOLUTION NO. 2026-__2 INTRODUCED BY:3 4 Councilor Amanda Chavez5 6 A RESOLUTION7 DIRECTING THE CITY MANAGER TO IDENTIFY AND APPLY FOR FEDERAL AND8 STATE FUNDING SOURCES FOR WATER, WASTEWATER, AND OTHER WATER9 RELATED PROJECTS; IDENTIFY A STATE LEGISLATIVE PRIORITY LIST; AND10 APPROVE THE APPLICATIONS SUBMITTED TO THE NEW MEXICO WATER TRUST11 BOARD.12 13 WHEREAS, the City of Santa Fe (“City”) must make significant investments to install,14 upgrade, or replace outdated infrastructure for water and wastewater systems; and15 WHEREAS, adequate water and wastewater infrastructure is essential in protecting public and16 environmental health, and for contributing to the City’s economic health; and17 WHEREAS, there is an ongoing need for the City to obtain funding for water and wastewater18 projects; and19 WHEREAS, the City established several water and wastewater infrastructure project financing20 priorities through the City’s Fiscal Year 2027 through 2031 Infrastructure Capital Improvements Plan21 (“ICIP”), attached as Exhibit A, and adopted in Resolution No. 2025-44; and22 WHEREAS, the New Mexico Finance Authority Water Trust Board requires the Governing23 Body’s adoption, or expected adoption, of a Resolution authorizing the submission of an application to24 the Water Trust Board; and25 2 10781.0 WHEREAS, the City’s Public Utilities Department submitted applications to the New Mexico1 Water Trust Board for Fiscal Year 2027 and requested funding for several design projects; and2 WHEREAS, the City’s Public Utilities Department plans to submit applications to the New3 Mexico Water Trust Board for Fiscal Year 2027 and will be requesting funding for potential4 construction projects; and5 NOW, THEREFORE, BE IT RESOLVED, BY THE GOVERNING BODY OF THE6 CITY OF SANTA FE that the City Manager or designee is directed to:7 1. Identify including but not limited to, priorities and research for water, wastewater,8 water conservation, water treatment, water recycling, water reuse, water storage, water9 conveyance, water delivery, flood prevention, watershed restoration, watershed10 management, and other similar projects (“Projects”) and identify potential Federal and11 State funding sources for such projects.12 2. Apply for funding and bring specific agreements for such Projects for approval by the13 Governing Body.14 3. Identify a state legislative priority list of Projects for presentation to the City’s Public15 Works and Utilities Committee and Governing Body.16 BE IT FURTHER RESOLVED that the Governing Body approves the applications submitted17 to the New Mexico Water Trust Board for financial assistance from the New Mexico Water Project18 Fund for all project types eligible for consideration, including but not limited to:19 a. Water storage, conveyance or delivery projects;20 b. Wastewater collection, conveyance, and treatment;21 c. Watershed restoration and management projects;22 d. Water conservation or recycling, treatment, or water reuse projects;23 e. Endangered Species Act collaborative projects; and24 d.
