AMENDING RESOLUTION NO. 2025-31 TO UPDATE THE IMMIGRATION25

COMMITTEE’S RULES AND PROCEDURES.1
WHEREAS, on January 13, 1999, the Governing Body adopted Resolution No. 1999-62
declaring a policy of non-discrimination on the basis of a person’s national origin and appointing3
an immigration taskforce; and4
WHEREAS, on January 16, 2002, the Governing Body adopted Resolution No. 2002-3,5
which renamed the Immigration Taskforce the “Immigration Committee”; and6
WHEREAS, on October 9, 2002, the Governing Body adopted Resolution No. 2002-58,7
which decreased the number of members on the Immigration Committee from fifteen to nine8
members; and9
WHEREAS, on October 8, 2014, the Governing Body adopted Resolution No. 2014-82,10
declaring its “continuous” support for immigrant issues in Santa Fe, the state of New Mexico, and11
throughout the United States; and12
WHEREAS, on April 30, 2025, the Governing Body adopted Resolution No. 2025-3113
updating the Immigration Committee’s rules and procedures in various ways; and14
WHEREAS, the Governing Body wishes to amend Sections 4 and 6 the Committee’s rules15
and procedures as follows:16
Section 4. MEMBERSHIP AND OFFICERS: The committee shall consist of a17
Governing Body member city councilor, who shall serve as a non-voting member representative18
and, chair who does not count towards a quorum, and nine representatives members residing in19
the county of Santa Fe and selected from the following areas: human rights, social services,20
business community, health care, labor organizations, religious community, youth services21
providers, women’s advocacy groups, educators, and legal services. The members and city22
councilor representative shall be appointed by the mayor with the consent of the governing body.23
The [mayor] committee shall appoint the [chairperson and the committee shall designate the]24
chairperson and vice-chairperson from committee membership, not including the city councilor25

representative.1
Section 5. TERMS: The members and city councilor representative shall serve for a period2
of two years. The committee members and city councilor representative shall serve at the pleasure3
of the mayor and may be removed at any time, with or without cause.4
Section 6. STAFF LIAISON(S): The City Manager shall designate one or more City5
staff members including but not limited to one representative from the Santa Fe Police Department,6
and any other staff as deemed [as] appropriate, serve as liaisons to the committee.7
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE8
CITY OF SANTA FE that the Immigration Committee’s rules and procedures, last updated in9
Resolution No. 2025-31, shall be amended as follows:10

BE IT FURTHER RESOLVED the committee shall continue to follow the City of Santa1
Fe: Rules and Procedures for Committees in carrying out its duties.2
