RE: Resolution Approving Participation in the New Mexico Department of
Transportation Local Government Road Fund Program for the Henry Lynch Road
Reconstruction Project, Project Control No. L500689
EXECUTIVE SUMMARY:
The attached resolution requests approval for the City of Santa Fe to participate in the New Mexico
Department of Transportation (NMDOT) Local Government Road Fund (LGRF) Program for Fiscal
Year 2027. Approval authorizes the City to enter into a Cooperative Agreement with NMDOT for
Project Control Number L500689 for planning, design, construction, reconstruction, pavement
rehabilitation, construction management, drainage and miscellaneous improvements of the Henry
Lynch Road Reconstruction project from Rufina Street to Agua Fria Street.
The total estimated project cost is $285,668, with 75% ($214,251) funded by NMDOT and the
required 25% local match ($71,417), provided by the City.
BACKGROUND:
Henry Lynch Road serves as an important collector roadway connecting residential
neighborhoods, commercial areas, and employment centers in western Santa Fe. A collector
roadway (also called a collector road or distributor road) is a type of road designed to move traffic
from local streets to arterial roads, serving as a middle link between low-capacity neighborhood
streets and high-capacity main roads. The existing roadway lacks critical multimodal
infrastructure, including continuous sidewalks, dedicated bicycle facilities, adequate drainage, and
modern intersection improvements. The corridor has experienced increasing traffic volumes as
surrounding areas continue to develop, creating the need for a safer and more efficient
transportation facility.

The Henry Lynch Road Reconstruction Project starts at Rufina Street and stretches to Agua Fria
Street, and is designed to modernize the corridor and improve safety for motorists, bicyclists, and
pedestrians.
The project includes:
• Construction of two 10-foot travel lanes;
• Construction of ADA-compliant sidewalks on both sides of the roadway;
• Construction of separated bicycle lanes;
• Installation of curb and gutter;
• Stormwater drainage improvements designed to reduce flooding and improve roadway
resilience; and
• Construction of a modern roundabout at the intersection of Henry Lynch Road and Agua
Fria Street.
The project supports the City's Complete Streets policies by improving accessibility and providing
safe accommodations for all roadway users. It also advances the City's transportation, safety, and
sustainability goals by creating a corridor that supports walking, bicycling, transit access, and
efficient vehicle travel.
The New Mexico Department of Transportation has awarded funding through the Local
Government Road Fund Program for planning, design, construction, reconstruction, pavement
rehabilitation, construction management, drainage and miscellaneous improvements. Under the
Cooperative Agreement, NMDOT will provide $214,251 (75%), while the City will provide the
required local match of $71,417 (25%). The City will also be responsible for any project costs that
exceed the estimated project budget.
Approval of the attached resolution will authorize the City to participate in the Fiscal Year 2027
Local Government Road Fund Program, execute the Cooperative Agreement with NMDOT, and
proceed with implementation of the Henry Lynch Road Reconstruction Project.
