10770.1 1 CITY OF SANTA FE, NEW MEXICO1 RESOLUTION NO. 2026-__2 INTRODUCED BY:3 4 Mayor Michael Garcia5 Councilor Elizabeth Barrett6 Councilor Paul Bustamante7 8 9 A RESOLUTION10 APPROVING THE HOPEWELL MANN NEIGHBORHOOD STABILIZATION PLAN.11 WHEREAS, the Governing Body adopted the Midtown Community Development Plan12 for the Midtown Redevelopment Project through Resolution No. 2023-5; and13 WHEREAS, the Midtown Community Development Plan is founded on the principles of14 equitable and sustainable development and identifies as a key goal that Midtown provide housing15 affordability and security by supporting neighborhood stabilization, community cohesion, and16 opportunities for permanent residency across generations while minimizing displacement; and17 WHEREAS, the Midtown Community Development Plan calls for the preparation and18 implementation of a community-driven Neighborhood Stabilization Plan for existing19 neighborhoods vulnerable to redevelopment pressures, with particular emphasis on the Hopewell20 Mann neighborhood because of its proximity to the Midtown redevelopment area; and21 WHEREAS,22 on April 28, 2025, to prepare a Neighborhood Stabilization Plan through a collaborative planning23 process that evaluated programs, policies, funding strategies, and other tools to support24 neighborhood stabilization while engaging residents and community organizations in an inclusive25 10770.1 2 and equitable planning process; and1 WHEREAS,2 as Exhibit A, was prepared by a consultant team led by Model of Architecture Serving Society3 MASS in partnership with Chain Breaker Collective, the Santa Fe Indigenous Center, and Ideas4 & Action; and5 WHEREAS, the planning process for the Plan centered on meaningful community6 engagement through neighborhood meetings, small-group discussions, culturally specific7 gatherings, surveys and digital engagement, resulting in a resident-driven vision and an Impact8 Framework that establishes community-defined values, goals, and measures of success; and9 WHEREAS, the planning process identified significant challenges facing the Hopewell10 Mann neighborhood, including housing affordability and displacement pressures, infrastructure11 and public safety needs, barriers to economic opportunity, aging housing, limited investment12 benefiting existing residents, and broader social and climate vulnerabilities; and13 WHEREAS, the Plan identifies strategies to preserve housing affordability, support14 existing residents and businesses, improve public infrastructure and safety, strengthen15 neighborhood connectivity, expand economic opportunity, and promote long-term community16 stability and resilience; and17 WHEREAS, the Plan organizes those strategies into three focus areas: Housing and18 Tenure, Jobs and Businesses, and the Public Realm; and19 WHEREAS, the Plan identifies policies, programs, and actions to support neighborhood20 stabilization in the Hopewell Mann Neighborhood and advance the goals of the Midtown21 Community Development Plan.22 NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE23 CITY OF SANTA FE that the Hopewell Mann Neighborhood Stabilization Plan, attached as24 Exhibit A, is hereby adopted.25 10770.1 3 PASSED, APPROVED, and ADOPTED this ______day of ___________, 2026.1 2 3 ____________________________4 MICHAEL J.
